Project Quality personnel

Purpose of Position:

Manages service and product verification and inspection of the project deliverables consistent with the risk profile, customer expectations, contractual requirements and strategy objectives. This includes engineering design and work package management, procurement, supplier inspection and assessments and construction quality and inspections.

Facilitates and leads the project Quality team to ensure effective engagement, implementation and coaching of project personnel and stakeholders (including customers) in the companys Quality Management policy, objectives and systems in a manner that meets project and contractual requirements

Develops and manages the project Quality team to ensure adequate assurance processes are in place to cover project operations. This includes quality planning, preventive action, non-conformance control, corrective action, management of change, assessments, project quality reporting and review and participation in the project management team.

Develops relationships to work closely with the project management team  and Location Quality Manager to support operations


KEY Accountabilities Of Position:


1. Project Quality and Assurance Management

Work with the project  management team and Location Quality Manager  to ensure:

  • Effective quality planning so that process controls and prerequisite product and service verification and inspection arrangements are established and resourced for the project consistent with risk profile, customer expectations, contractual requirements and statutory obligations.
  • Project management plans and dependent systems and procedures are developed and implemented in compliance with the requirements of the WorleyParsons Project Management Process (WPMP) and Enterprise Management System (EMS) consistent with specific location, regulatory and contractual requirements
  • Project personnel are trained in relevant corporate and project level systems, including EMS/WPMP.
  • Development and implementation of an effective integrated, risk-based assessment program. Completes planning to develop and/or update the project assurance plan by evaluating the projects strategy, objectives and risk profile. 
  • Coordination and oversight of the execution of project assessments in accordance with the risk based assurance methodology and applicable regulatory requirements. This includes project surveillance checklists, assessments and project milestone reviews.
  • Effective implementation, reporting, management and closure of assessments, non-conformance, corrective action, and preventative action management processes, including escalation of high risk and overdue actions to the Project Manager and/or Location Quality Manager.
  • Quality Control processes are applied to products and services. This includes:

                                I.            Effectiveness of engineering checking processes and development of design deliverables and work packages.

                              II.            Performing technical bid analysis and recommends qualified suppliers and subcontractors meeting the project requirements.

                            III.            Inspecting materials and equipment purchased by or fabricated on behalf of WorleyParsons or customer.

                            IV.            Ensuring the site construction management plan is implemented and there are effective Quality Control checks in place with respect to field engineering, red lining/as-built and associated verification/review activities.

  • Effectiveness of project management review programs including collection, analysis and reporting of project performance measures.
  • Areas of the projects operations meet OneWay expectations and conform to applicable WorleyParsons, regulatory and contractual HSE obligations.
  • Ensures project Lessons Learnt sessions are routinely held, recorded and communicated.


2. Capability Enhancement

  • Support and facilitate the education, promotion and awareness programs relating to WorleyParsons Quality Management Systems.
  • Facilitate the implementation of existing and new company processes and capability enhancements across the Project Operations.
  • Determine areas of potential improvement and, in consultation with the Project Management Team and Location Quality Manager facilitate the implementation of improvements to address these areas and evaluate the outcomes of the improvements.
  • Facilitate independent review/certification of Quality Management Systems in line with Corporate, legislative or customer requirements.


3. Customer Relationships

  • Ensure that the customers quality management requirements and concerns and the needs of multiple stakeholders are being identified and managed effectively by the project team.
  • Dedicated to meeting the expectations and requirements of internal and external customers.


4. Resources

  • In conjunction with the project management team and the Location Quality Manager, recruit and allocate quality personnel to project verification and inspection roles to ensure these activities are suitably resourced.
  • Identify and maintain adequate project quality resources and succession planning.
  • Ensure that new quality personnel are effectively inducted in all aspects that relate to EMS, WPMP and WorleyParsons systems and processes


5. Performance Management

In conjunction with the project management team and the Location Quality Manager:

  • Strengthen and coach project quality personnel to support development, management and administration of quality management systems in response to project and customer expectations.
  • Develop and implement a training program for quality personnel, including competency and risk based assessment training and development programs.
  • Ensure that project Quality personnel participate in the annual Performance Feedback and Development (Performance Appraisal) program.

•         Post Graduate qualifications in business, project and/or quality management.

•         Root Cause Analysis facilitator

•         Risk Management

•         Professional memberships


Guide:

•         Minimum of 5 years industry experience, including 2 years experience in Project Quality Management and/or closely related fields of Inspection, HSE and Project Management.
